Technical amendments to the Safety Standards Regulations along with regulatory changes to the way the Australian Defence Organisation manages its special plant licence came into effect on 19 December 2008.
Technical amendments
Technical amendments to Part 4 of the Regulations include:
- enabling Part 4 Plant to apply to design alteration of plant after the commencement of the Regulations and advising that these Regulations commenced on 1 July 1996
- inserting the requirement for electrical installations to comply with AS/NZS 3000:2007, and
- inserting the requirement for erection and dismantling of scaffolds to comply with AS 1576.
Changes to ADO special plant licence
The amendments to Part 4 of the Regulations update the way the Australian Defence Organisation (ADO) manages its special plant licence by:
- inserting a requirement that the ADO must establish and maintain an up-to-date licensing system for each item of plant consistent with general licensing requirements
- requiring a special licence renewal application to include a statement that each item of plant under the special licence has been maintained in a safe condition and is safe to operate
- establishing a requirement for the auditing of specified systems every 12 months and allowing Comcare investigators access to these systems
- clarifying that the ADO must identify each item of plant with a unique identifying number and requiring that this number must be displayed on or near the item of plant, and
- requiring the ADO to keep records of all inspections, checks, tests, maintenance or cleaning that have been carried out on items of plant and, upon request, provide a Comcare investigator with these records.
